Shivraj Singh Chouhan is India’s Minister of Agriculture and Farmers’ Welfare and Minister of Rural Development. He served four terms as Chief Minister of Madhya Pradesh — longer than anyone else — and is popularly known as “Mama”.
Biography
Early life
Chouhan grew up in a farming family in Sehore district and took an MA in philosophy, with a gold medal, from Barkatullah University in Bhopal. Active in the ABVP and the RSS as a student, he was detained during the Emergency.
From MLA to Chief Minister
First elected to the Madhya Pradesh assembly from Budhni in 1990, he moved to the Lok Sabha in 1991 and represented Vidisha five times. In November 2005 he became Chief Minister and led the BJP to victory in 2008 and 2013, governing until 2018 and again from 2020 to 2023 — more than 16 years in total.
His governments are associated with schemes for girls and women such as Ladli Laxmi Yojana (2007) and Ladli Behna Yojana (2023), and with improvements in agricultural growth in the state.
Union minister
After the 2023 state election, the BJP chose a new Chief Minister. Chouhan returned to the Lok Sabha from Vidisha in 2024 with one of the largest margins in the country and was appointed Minister of Agriculture and Farmers’ Welfare and Minister of Rural Development.
Governance record
Under Chouhan, Madhya Pradesh — once counted among India’s “BIMARU” states — recorded high agricultural growth for several years, expanded irrigation and rural roads, and ran large welfare programmes for girls and women. His government also faced the Vyapam scandal over fraud in state recruitment and admission examinations, which was investigated by the CBI; Chouhan denied wrongdoing.
Political style
Chouhan’s affectionate public image as “Mama” and his frequent foot marches (padyatras) through villages made him one of the BJP’s most popular mass leaders. He returned as Chief Minister in March 2020 after the fall of the Congress government of Kamal Nath.
